Declaration of Pakhtun National Jirga

English translation (from Pashto) of the Declaration

Adopted by two-day Afghan National Jarga held in Peshawar on May 29-30, 2012.

Though the Afghan land has experienced wars since very long but the present war fought for the last decades by state and non-stat actors, supported from abroad has led to the killings of millions of Afghans, leaving million wounded and displaced, and their properties destroyed.

It has left very negative and severe impact on political, economic, cultural and social lives of the Afghans on both sides of Durand Line.

Some of these negative cruel, dirty and intolerable acts have tarnished the image of the Afghan culture and religion in the world.

The afghan land, a land of peace and dialogues, is witnessing blood- shed and homicide and the whole area has been converted into a dump of explosives and ammunition.

Millions of people lost their lives, millions of houses and the whole infrastructure destroyed, while millions of people, including children, women and elderly displaced and forced to live away from their homelands in miserable conditions. The prevailing sanctity and respect of masque, hujra, ulema, women and elders in the Afghan society has also been damaged.

Pushtoon were portrayed as terrorists who are basically enlightened, tolerant and moderate or were exploited by outsiders for their ulterior motives. So they were both killed and also taunted.

On the other hand, those external powers who are involved in this conflict are internally experiencing sever economic, political and social crisis and are under immense internal pressure for peaceful its peaceful settlement.

Therefore this two-day Afghan National Jarga calls upon all internal and external sides to the conflict to:

A.Immediately declare a cease-fire and stop military operations throughout the region including FATA and resolve the conflict through negotiations and peaceful means;

B. Stop all sort of foreign interfere and instigation of violence in the region;

C. Pakistan, Afghanistan and its neighboring countries should play there positive role in creating conducive environments for and facilitating the intra-afghan dialogue and they should extend there all out support to this drive;

D. Calls upon the developed and prosperous nations to generously contribute and jump start reconstruction, rehabilitation and developmental programs in the war-ravaged areas of Pushtoon-
Afghans lands for alleviating poverty and overcoming backwardness and bringing them on a par with the developed
areas of the region;

E.It is demanded that not only foreign intervention in the internal affairs of the Afghans be immediately stopped but
also the foreign troops be withdrawn according to the already announced agreement and road map;

F. All parties to the Afghan conflict should develop a joint mechanism for the promotion and monitoring of these peace
processes.

G. In light of the UN Sponsored tripartite agreements, the Afghan Refugees in Pakistan should not be maltreated.

To achieve its objectives the Jirga decides that:

I. all the Jirga participants, representing different political, religious, social and literary and cultural organizations,
have to convey the Jirga message to all corners of Afghan lands and every Afghan;

II.A permanent committee headed by Muhammad Afzal Khan Lala is constituted and entrusted with the task to
develop an action plan for restoration of peace on the Afghan lands through reconciliation. The committee
on behalf of the Jirga, in coordination with the Afghan High Peace Council and contact all internal and external stakeholders of the conflict for its peaceful resolution.

III. o call upon all the Afghans wherever they may be,
whether they participated in this Jirga or not, to support the Jirga and its reconciliation efforts and play their due
role in restoration of peace on the Afghan lands.

– A grand Qaami Jirga in Peshawar May 29 agreed unanimously that, after governments and political parties, Pashtun individuals themselves can play a role in restoring peace to the troubled parts of Pakistan and Afghanistan.

Afzal Khan Lala, the 81-year-old nationalist leader who has firmly opposed the Taliban in Swat, convened the two-day Pashtun jirga at Nishtar Hall in Peshawar. Khan openly challenged the Taliban during its 2007-2009 reign, remaining in Swat despite immense pressure, even as others fled to Peshawar and Islamabad for security.

Strict security was in place for the jirga.

Pir Gohar, a poet called the Poet of Peace, presided over the opening sessions.

Looking for solutions

“We want Pashtuns from all over the world to sit together and find durable solution to the crisis being faced by the nation in Pakistan and Afghanistan,” said Khan, a former federal minister.

Leaders of the Awami National Party (ANP), Pakistan People’s Party, Pakistan Muslim League-Nawaz, Pakhtunkhwa Milli Awami Party, Jamat-e-Islami, Jamiat Ulema-e-Islam, Pakistan Muslim League-Quaid, and hundreds of intellectuals, policy-makers, lawyers, and ordinary citizens attended the jirga. Pakistan Tehreek-e-Insaf and the Pakistan People’s Party Sherpao did not send representatives.

“The Afghan war and the current violence in the region have killed and made homeless thousands of Pashtuns during the last three decades,” Khan said. “The intelligentsia and political leaders of the ultimate sufferers, Pashtuns, can find a solution to end the war.”

Jamila Gilani, a Awami National Party assemblywoman, called for involving women in the process.

“No nation can progress or find a solution to their problems if half of the population (females) is not taken aboard,” she said.

And Ameer Haider Khan Hoti, chief minister of Khyber Pakhtunkhwa, said social and political efforts are needed.

“The military takes action only when all the ways are blocked and when the constitution, the country and the public feel threatened,” Hoti said. “But military action is not the complete solution to the problem, and we need to settle our issues through jirgas and the political (process).”

“We still want that all the political forces should unite to find a solution to the miseries of the Pashtun nation,” said Hoti. He supported reforms in tribal areas to end their deprivation but stressed reforms should reflect wishes of the tribesmen.

Jirga lauded

Leaders of other political parties lauded Khan’s initiative, saying it will be a milestone in solving long-standing Pashtun problems.

Jirga participants deemed the event a success.

“Everybody seemed committed, and this was the greatest gesture I found in the event,” said Zahid Hussain, a former union council leader from Peshawar who was among the participants.

More such events need to occur to end the Pashtun nation’s miseries in Pakistan, Afghanistan and elsewhere, Zahid said.

“I have come from Germany to attend the event as it seems to be a milestone in uniting the Pashtun intelligentsia to find a durable solution to terrorism and other problems,” said Naseer Stori, a leader of the Pashtun Social Democratic Party living in Germany. “We are hopeful that more such gatherings in future would one day find a permanent solution.”

Pashtuns have been suffering for 200 years, said Amanullah Kasi, a Pashtun leader from Quetta. “The leaders of the nation should convince the world to end their war on our soil,” said Kasi.

The provincial government is hosting all delegates according to Pashtun traditions, KP Information Minister Mian Iftikhar Hussain said.

The jirga will conclude May 30 and issue a final statement.

PESHAWAR – Backing free trade and abolishment of Visa condition between Pakistan and Afghanistan, the Afghan Qaumi Jirga on Wednesday unanimously passed several resolutions calling for an immediate cease-fire and stopping military operations throughout the region including FATA and resolving the conflict through dialogue and negotiations.

The two sessions on the 2nd day of the Jirga was represented by nationalist leaders from Afghanistan and Balochistan. The first session was presided by Haji Din Mohammad from Afghanistan while the second session of South Pakhtunkhwa Balochistan was presided by Amanullah Kansi. Others who spoke on the occasion included Khyber Pakhtunkhwa Provincial Minister Mian Iftikhar Hussain, Provincial President of ANP Senator Afrasiab Khattak, Federal Minister for Railway Ghulam Ahmad Bilour, and Provincial Minister for Excide and Taxation Liaqat Shabab, prominent Nationalist Leader Doctor said Alam Mehsood and Aimal Khattak.

The resolution was tabled by ANP senior leader Latif Afridi which stated that Pakistan, Afghanistan and its neighboring countries should play there positive role in creating conducive environments for and facilitating the intra-afghan dialogue and they should extend there all-out support to this drive.

Earlier, addressing on the occasion The Khyber Pakhtunkhwa Minister for Information and Culture, Mian Iftikhar Hussain has said that being a pakhtun and son of this land, all his efforts were meant to take out the pakhtun nation from the critical situation which it was facing for the last 35 years. He added that he would not hesitate to offer any sacrifice for this sacred task.

This, he stated while addressing the Qaumi Jirga convened by the veteran politician Afzal Khan Lala at Nishtar Hall Peshawar on Wednesday. The Jirga besides the delegates from the entire world was also attended by the representative of political parties and people from all schools of thought in large number. The Jirga besides Afzal Khan Lala and Afghan delegate Din Muhammad, was also addressed by the Provincial Minister for Excise & Taxation Liaqat Shabab, Mufti Janan MPA,  Abdul Majeed Kanju of Seraiki belt, Nasir Stori of (PSDP) Abdur Rasheed Jalili, Sherin Gardiwal of PSDP, Dr. Said Alam Mehsood and Aimal Khan Khattak.

Participants of the Jirga were unanimous that Pakhtun unity was the only way for solution of all the problems of Pakhtuns. It was declared that the said Jirga was not being conducting against any particular nation but its only aim was to get rid of the existing terrorism and militancy.

Mian Iftikhar Hussain said that Jirga was an important institution of Pakhtun culture and we through this forum convey the voice of Pakhtuns to the entire world effectively. He added that we clarify to the world that Pakhtuns are peace-loving nation and hate terrorism but it was wrongly portrayed as terrorists. He said that playing a role against terrorism was not a favour to the nation but being a son of this land and responsible person of the government, it was his utmost duty which he performing to his entire satisfaction.

The Minister continued that if they were not the followers of Bacha Khan, they would never offered such sacrifices for this land but it was due to Bacha Khan that despite the martyrdom of  our party workers, we continue our struggle against terrorism with full force. He announced that he was ready to pardon the death of his only son and start dialogues with terrorists for the cause of this land and its people. He was of the view that no problem could be solved with war or bullet that was why after coming into power they started negotiations with the terrorists of Malakand Division. But unfortunately it were not fruitful due to the arrogant attitude of the terrorists, he concluded.

Haji Din Mohammad who was representing the Afghanistan, thanked the Pakistan government for their cooperation with Afghan refugees and urged upon the ANP led Provincial Government to extend their deadlines for afghan refugees as there was no facilities in that war torn country of Afghanistan.

He said that Pakistan always cooperated with Afghan refugees and like other time they will not dismay their brother
