د سولې شورا محوري غړی ؛ د جنګ وزیر

کلونه کيږي چې افغان ولس ویل چې د سولې شورا ځینې غړي  پخواني جنګسالاران دي، سولې ته ژمن نه دي، او نه هم د رښتوني سولې له پاره کار کوي.
افغان حکومت پر دي ټینګار درلود چې هر ډول د سولې خبرې باید د سولې شورا د لاري مخکې یوړل شي، ولسمشر غني هم د خپل کمپاین پر مهال ویلې و چې د سولې شورا ته به نوره اړتیا نه وي، که ارګ ته ننوت د سولې شورا اړوند پریکړه به یې په لومړیتوبونو کې وي، ولي دادی نږدې اته میاشتي تیري شوي لا هم د سولې شورا په خپل حال پاتې ده.

د سولې شورا کې محوري رول ښاغلي معصوم ستانکزي درلود، هغه څوک چې صلاح الدین رباني هم وخت ناوخته شکایت درلود چې واک او صلاحیت او په ځانګړي ډول مالي حسابونه ګرده له ښاغلي ستانکزي سره دي، او د سولې شورا مشر تر ډیره له مالي چارو څخه ناخبره ساتل کيږي، دا خبرې هم وشوي چې په پېښور، کراچۍ ، کویټه او کابل کې ځینو کسانو ته په پټه د سولې شورا د غړیتوب حق ورکول کيږي چې دا هم د ښاغلي معصوم ستانکزي تر چتر لاندي صورت مومي.
معصوم ستانکزی د ولسمشر غني له لوري د دفاع وزیر ونومول شو، هغه وزیر چې له طالب او د ولت مخالفو وسلوالو سره د جګړې پر مخ بیولو دنده به لري، هغه وزیر چې په هر ډګر کې به جګړه کوی، هغه وزیر چې خپلو عسکرو ته به د وژلو امر کوي.
عجیبه نا متجانس جوړښت زموږ د ټولني، سیاستوالو او چارواکو دی، پرون يې د سولې نارې وهلي، له مخالفینو سره يې د سولې د هر ډول هڅو کوشش کاو، نن به د سولې پرځای ټوپک پر اوږه ږدي، سوله به نفي کوي، او د جنګ له لاري به خپل ځان مطرح کوي، جګړه به شدت پيداکوي او وژنې به ډیريږي.
د معصوم ستانکزي د دفاع وزارت ته نوماند کیدو ته په کتلو سره ښکاري چې ولسمشر غني د سولې له پاره رښتونې ژمنتیا نه لري، هغه کس چې د سولې اړوند هر مجلس او د سولې اړوند ډیرې پټې خبرې او رازونه ورسره و، کلونه يې د سولې په شورا کې کار وکړ، نن یو ناڅاپه د سولې خلاف د جنګ وزیر ټاکل کیږي، ددي معنی به څه وي؟ ولي دغه د سولې استازي د جنګ لاره خپله کړه؟
څه ډول به اوس افغان ولس د ولسمشر غني د سولې پر ژمنو او د سولې شورا پر نورو غړو باور ولري چې دوی رښتیا هم د سولې له پاره کار کوي، د ولس باور به پر حکومت نور هم زیانمن شي.
داسي هم نه ښکاري چې معصوم ستانکزی به د اردو ځواکونو ته ووایې چې نور جګړه کمه کړئ، نرمه یې کړئ او یا خو يې بس کړئ، موږ له وسلوالو مخالفینو سره د خبرو لاره خپله و، دا چې ولسمشر د افغان ځواکونو اعلی سرقومندان دی، هغه څو ځله د وسلوالو مخالفینو د ښه ځپلو خبره کړي،  او همدا نن یې بیاځل هغه خبره د ۵۰ هیوادونو د استازو په لویه غونډ ه کې تازه کړه  چې د جګړې ځواب به په جګړه سره ورکو، همداسي د کورنیو چارو وزیر هم ورته څرګندونې کړي.
يوه بله خبره هم کیږي چې تر کومه به حقیقت ولري، ویل کيږي چې د ګډ حکومت يو لوړ پوړی چارواکی جرمني ته تللی و، هلته يې له امریکایانو او انګریزانو سره د جرمنیانو په ګډون ګډه ناسته درلودله، د افغان حکومت د غه چارواکي ته ویل شوې و چې ځينې ولایتونه باید طالبانو ته خوشې کړل شي، چې په هغه کې هلمند، ارزګان، فراه او نیمروز و.
دغه خبره چې کله د افغان اردو لوی درستیز شیرمحمد کریمي ته شوې وه، هغه يې له منلو څخه ډډه کړي وه، هغه ویلي و چې تر څو زه لوی درستیز یم، ددغه کار پړه به پر ما راتپل کيږي، او د اردو د مورال بایلل او ولایتونو له لاسه ورکولو پړه به زما پر غاړه وي.
طالبانو ته نږدې سرچینې وایې چې طالبان د امریکا او انګلستان د هیواد د تجزيې پر پلان په ۲۰۰۶ کال کې  خبر او شکمن  ؤ، هغه وخت کې هم هڅه شوې وه چې طالبانو ته ځينې ولایتونه خوشي يا ورکول شي، مګر طالبانو د هیواد یو موټې پاتې کیدو له امله په هغه وخت کې په جنوب کې خپلې حملې کمې کړي.
په ۲۰۱۵ ز کال کې چې يوځل بیا هڅه وشوه په شمال کې د امریکايې ګټو له پاره په بېلابېلو نومونو وسلوال راپيداشي، او د ګډ حکومت په کمزوري جوړښت سره د هیواد تجزیې ته لاره پرانستل شي، طالبانو همدغو ټکو ته په پام سره د جګړې مخه شمال  ته او په شمال کې يې خپل حملې په داسي حال کې  زیاتي کړي چې هم مهال په جنوب کې هم د سختو جګړو راپورونه ورکول کيږي.
سیاسي شنونکې د امریکا او انګلستان له دغسي طرحو څخه د هیواد د تجزيې ویره لري، انګستان او امریکا غواړي چې په کرار کرار د هیواد تجزيې ته لاره هواره شي، ځکه خو يې ګډ حکومت چې ولسمشر غني د پښتنو او اجرايوي رئيس د تاجکو استازیتوب وکړي، يو به د جنوب او بل به د شمال استازیتوب کوي، په راتلونکې کې به د هیواد په جنوب او شمال وېښلو ته زمینه برابره کړي.
معصوم ستانکزی چې پخوانۍ د جنګ ډیره تجره نه لري، او په تیرو ۱۳ کلونو کې يې هم يواځي په ملکې برخه او په ځانګړې ډول د سولې اړوند پروسه کې کار کاو، دهمدې پلان د عملي کولو له پاره د دفاع وزیر ټاکلی وي تر څو ګډوډي زیاته شي، ځکه زه باوری یم چې ستانکزي به د ملي اردو د جنرالانو د کنټرول او پر هغوئ د اوامرو د تطبیق توان ونه لري، ځکه چې نه يې لوړي پوځي زده کړي لیدلي او نه هم د لوړي کچې پوځي تجربه لري.
ولي یو شی واضیح ده چې ستانکزی داسي ځانګړتیا لري چې هیڅوک هم نه خفه کوي، او د ولسمشر او امنیت شورا هیڅ ډول غوښتنه او پریکړې ته به نه ونه وایې بلکه په ورین تندي به يې د تطبیق کولو کوشش کوي.
د اهم یو سوال دی چې ولی ولسمشر د دفاع وزارت اړوند ۱۸۰ درجې تغیر کړی، لومړی يې د پوځ لوی درستیز باتجره پوځي شیرمحمد کریمي نوماند کړ چې په ولسې جرګه کې ډیری وکیلانو په ځانګړي ډول د خوست وکیلانو د شمال ټلوالي په هڅو دهغه له نوماندي سره مخالفت وکړ او رایه يې خپله نه کړه.
دوېم ځل يو سرسخت پخواني کمونسټ او باتجربه پوځي چې ممکن هغه د پوځ په برخه کې په جګړه کې لاسته راوړنې درلودلي وای، افضل لودین دفاع وزارت ته نوماند شو، مګر دهغه د پخواني سخت کمونسټي شالید لرلو له امله په کوردننه د پخوانیو مجاهدینو له سخت غبرګون سره مخ شو، لودین اړ شو له خپلې نوماندي څخه استعفی وکړي.
درېم ځل دومره لوی بدلون چې د سولې شورا د دارالانشاء مشر معصوم ستانکزی، هغه څوک چې پخوا یې ویل پر جګړه باور نه لري، هغه څوک چې په تیرو څو کلونو کې يې په وازه خوله د جګړې مخالفت کړی، او جګړه يې د حل لاره نه ده ګڼلي، تر ډیره يې سرو کار له ډیپلوماټانو سره و، نن په لوی لاس جګړې ته ورټېل وهل کيږي، ددی معنی څه ده؟
هم مهاله د پاکستان له آی ایس آی سره د افغانستان د ملي امنیت تړون چې دواړه ادارې به د مخالفینو په ځپلو کې له یو بل سره مرسته کوي، او مخالفین به د ډیورنډ لیکې دواړو لورو ته ځپل کيږي.
  د پخواني پاچا ظاهر شاه ګروپ چې هر وخت يې نارې وهلي چې لویه جرګه د حل لاره ده، د افغانانو وژل باید ودرول شي، جګړه ختمه شي، په جګړې يې باور نه درلود، نن همهغه ګروپ عملا په جګړه کې شکېل دی، او مشرې يې د ولسمشر غني پر غاړه ده.
د معصوم ستانکزي له نوماندي سره د جمعیت اسلامي د ځینو مشرانو د مخالفت سره سره، چې تور پري لګوي چې د استاد برهان الدین ربانی په مرګ کې يې لاس درلود، ولسمشر غني د هغه د دفاع وزارت ته نوماند کول نن  د ۵۰ هیوادونو د استازو په لویه غونډه کې اعلان وکړ، او کوشش به وشي چې داځل ستانکزی د پارلمان څخه د تاید رایه هم خپله کړي، ځکه معصوم ستانکزی د امریکا او بریتانیا او ډیری لویدیځو سفارتونو سره ډیرې نږدې او پټې اړيکې لري

 ښکاري چې لاهم د سولې له پاره رښتونې ژمنتیا نشته، او ګډ حکومت د امریکا او انګلیستان تګلارې پر مخ وړي، جګړه به دوام کوي، دلته به په یو او بل نوم نورې وسلوالې ډلې هم د امنیت د خرابوالي په موخه د حکومت له خوا په لوی لاس ایجاد کیږي، امریکا به له روسې سره خپله تربګنې پالي، د چین د تهدید له پاره به خوبونه ویني، له روسانو څخه به په اوکراین کې د امریکا او ناټو د ناکامي غچ اخستلو تمه لري.
د سولې استازیه، د جنګ هوډ دي تاسي ته مبارک وي، کله چې په سوله کې بریالی نه شوې، باور ولره چې په جګړه کې به هیڅکله بریالی نه شي.

Masoom Stanekzai: from Peace council to Defense Ministry

Since several years, Afghans said that some of the High Peace Council (HPC) members are former warlords, are not committed to peace, and do not work for truthful peace either. 

The Afghan government was insisting that every kind of peace talks should advance by the High Peace Council (HPC), President Ghani, during his campaign, had said that there would be no need to the HPC anymore, if he took office, taking decision about the HPC would be in his priorities, but after passing eight months, the HPC is still functioning.    

The main role in HPC was being played by Mr. Masoom Stanekzai; he is the man who Salahuddin Rabbani was always complaining about him. Salahuddin Rabbani, the head of HPC was telling that the power, the authority and specially the financial issues are controlled by Mr. Masoom Stanekzai, and the head of HPC is kept in dark in financial issues to a large extent. It is also said that some personalities in Peshawar, Karachi, Quetta and Kabul are secretly granted the membership in HPC, and all these took place under the supervision of Mr. Maasoum Stanekzai.     

Masoom Stanekzai is appointed as Defense Minister-Designate, the minister who would carry the fighting against the Taliban and the government’s armed opposition, the minister who would fight in every ground/field, the minister who would give Kill Order to his soldiers. 

Our society, politicians and authorities have eccentric incongruous mechanism; they were claiming peace and were struggling hardly to have peace with the opposition yesterday, and they put weapon on their shoulders and neglect peace today; they would pose themselves through war, the fighting would harden and the killings would increase, then. 

Considering Masoom Stanekzai’s appointment as Defense Minister-designate, it seems that President Ghani is not truthfully committed to peace. The man, who worked several years in the HPC and was in position of having very secret information about peace-related meetings and secret talks, suddenly become appointed as a Defense Minister-designate, what it would be meaning? Why this messenger of peace put step on the way to war?  

How can Afghans believe in President Ghani’s peace promises and the other members of HPC that they really work for the peace, the people trust on the government will become decreased. 

It does not seem that Masoom Stanekzai would order the army to decrease, ease or stop fighting because of following negotiations policy with the armed opposition. President Ghani, as general commander of the Afghan National Security Forces (ANSF), several times mentioned that they would defeat the armed opposition through fighting, and on 21 May 2015, he in the meeting of representatives of 50 countries, once again, repeated his word that he would response the war with war. The Interior minister had similar expressions, also.

There are some rumors that a high-ranking official of the National Unity Government (NUG) had attended a joint meeting with Americans, British and Germans; the official of the NUG was informed that some provinces including Helmand, Uruzgan and Farah should be left to the Taliban.

The army Chief of Stuff, Shir Mohammad Karimi was asked about such a demand before, he had rejected it, he had said that he, as Army Chief of Staff would be responsible for weakening soldiers’ morale and loosing provinces if he done such a thing.  

Sources near to the Taliban say that the Taliban were aware/suspicious of US and UK' plan for dividing Afghanistan in 2006. Attempts for giving/leaving some provinces to the Taliban were made at that time, but the Taliban decreased their assaults in South at that time in order for the country to remain united.

In 2015, attempts on creating armed groups in the North were made in order to protect American interests, and open the way toward the separation of Afghanistan getting benefit from the weak mechanism of the NUG. Taliban, considering these points, carried the war to North; in the case, the reports on heavy fighting are given from the South, also.

Political analysts are afraid of such schemes made by the US and the UK that they would cause the country to become divided eventually. The US and the UK want to divide the country step by step, that's why they established the National Unity Government, and appointed the heads from two zones and two ethnic groups, the Pashtun President from the South and the Tajik CEO from the North; this, God forbids, would cause the country to be divided by two, the North and the South in the future.

Masoom Stanekzai does not have previous experience in military; he had worked in civil fields especially in peace-related process in past 13 years. He would be appointed as Defense Minister-designate in order for the extreme chaos to rise, because I believe that Masoum Stanekzai would not be able to control the military generals and give them orders due to not having higher military training and high-level military experience.  

But it is very clear that Stanekzai displeases no one; he would not refuse any demand and decision made by the President and the National Security Council, he would implement the NUG plan with a great eagerness. 

It is also a concern, why the President changed his position to 180 Degrees in the matter of appointment minister-designate for the Defense Ministry. First, he designated an experienced serviceman, the army chief of stuff, Shir Mohammad Karimi but a lot of members of the Parliament especially those from Khost province rejected him and did not provide him with vote of confidence as a result of the North Coalition’s gesture.

Second, Afzal Loudin, a former intransigent communist and an experienced serviceman was designated as a defense minister, but he, having communistic background, faced with harsh reaction from former Mujahedeen in the country, Loudin became obligated to resign from his candidacy.    

Third, appointing Secretary of the HPC, Masoom Stanekzai who, previously, was saying that he does not believe in war, who was talking against fighting, who did not proclaim war as a solution and who was dealing with diplomats all the time; such a man is intentionally being taken into war, what does it means?  

Meanwhile, the agreement between the Afghanistan’s National Directorate of Security (NDS) and the Pakistan’s Inter-service Intelligence (ISI) states that both administrations will cooperate with each other in eliminating opponents on both sides of the Durand Line.    

The partisans of former King Zahir Shah that did not believe in war; were proclaiming Loya Jirga as a solution, and that the murdering of Afghans should be stopped and the fighting should be ended; this group is practically involved in war and is headed by President Ghani, now.   

As some of the Jamiat-e Islami leaders do not agree upon the designation of Masoom Stanekzai because they accuse him of having hand in the death of Prof. Burhanuddin Rabbani, the late leader of HPC. On 21 May 2015, President Ghani declared the designation of Stankekzai to the Defense Ministry in the meeting of representatives of 50 countries. Attempts for getting confidence-vote to Stanekzai from the Parliament will be made, because Masoum Stanekzai has close and secret relations with the embassies of US, UK and several other Western countries.

It seems that there is lack of truthful commitment to peace yet, and NUG follows the policies of US and UK; the war would be continued, and armed groups for creating chaos and worsening security would be created by the government intentionally, and the US will continue its rivalry with Russia, dreaming to threaten China and waiting to take revenge of the failures of US and NATO in Ukraine from Russians.      

The messenger of peace! I congratulate your obstinacy on war. If you cannot succeed in peace, believe that you would be never succeeded in war.
